Theistic evolutionists would have to invoke a time in history when "animal
man" became "human man" by an act of God. How does that differ from those
who profess ID and consider innervations by God in the functioning of
Nature? Is it a difference in kind or degree?

It differs because in the emergence of what you are calling "human man" need
not have involved any miraculous phenomena which would have been detectable
scientifically.
