A possible foretaste of the political implications of energy shortages
might be seen in what happened during the energy crisis of 1973-81. I
think that in the United States, Britain, Canada, France, and Germany the
government changed hands every time there was an election. It didn't
matter whether it was the conservatives or the liberals who were in power
at the time. In Israel, on the other hand, Menahem Begin survived, but of
course that country had other pressing issues.
