When I was 10 and my brother was 8, our mother (widowed eight years before)
died. We went to live with my father's best friend and his family. He and his
wife soon became "Mom and Dad" to us.

I would argue that we were a family, indeed, the so-called "nuclear family",
even though we did not meet the requirements of Mike's description.

I would posit that the failure of Carter's commission to define "family" is
rooted in such real life examples as my own.

Anyway, I usually find that simple definitions only work 80% of the time.
